Codifying Taxpayer Rights

Right now, you don't really have any rights with the IRS. If you get one of these letters and you send back your defense, it's not like it goes to someone else. It goes to the same person that flagged your return in the first place. There is something called an independent office of tax appeals but it's a joke.
