Cluster Munitions - Is There a Need?

The United States still has stocks of cluster munitions to give, but it no longer fields them or uses them or trains on them. They can be dangerous because if they do not self-detinate, if they don't have a fuse that makes them self-detina over time, they can end up targeting lots of different unintended targets rather than who they're actually being used against. "I just don't believe in like silver bullets or chasing the next missile or the next weapon type or the next platform," he says.
