The Importance of Institutions for Economic Growth
There are many levels of development that are possible for a country to have. It's very difficult to find low-income countries that maintain a stable democracy over any significant period of time the only real example is india which has really been an exception there in maintaining a genuine open democratic system despite being you know very poor. Some argue that a democracy should be better able to promote sharing of resources and and wealth and institutions that benefit the majority instead of a small minority.
