During a shortage period, humans will look for a new form of liquidity. So it is the reflationary periods where your hair is not on fire. You still have deflationary pressure because you still have an outsized debt burden that you can't pay off. It's just that you're not near like bankruptcy isn't imminent. so you have some time to sit back and think and maybe plan for the future. Maybe we haven't hit the recession. Maybe COVID was not the true recession and the recession is still coming.
