The Soviet ASET Threat
In 1976, the first NRO satellite that can downlink images in real time is going to be launched. In his final 48 hours in office, Gerald Ford would sign a national security directive to create a new ASET program. The Soviets already have radar satellites that can track naval vessels in real time and potentially provide targeting information to deploy naval forces. Because of these developments, the Booksbaum panel says that the US is going to need the ability to deny the Soviet Union access to space in wartime.
