What Happened to Psychiatry?

In the 1950s this man I don't remember his last name his first name was Albert he published this book called the shame of the states in which he basically exposed how horrible the living conditions were in all the psychiatric institutions. But then what happened was they started the de institutionalization movement where they started closing down psychiatric facilities but that didn't happen as you know. Then Reagan came along in the 80s and shut down pretty much most of the mental hospitals that there were in America and replaced them with nothing so people just became homeless and then he put crack everywhere and then people just ended up in jail.
