The board of supervisors had seeded its statutory authority to the recorder and just sort of like, Hey, why don't you handle it all? Let us know how it goes. We'll approve the budget, but we're not going to get so tactically involved. That turned out to be a fateful decision for you because the sharing of authority meant the sharing of the burden as well when 2020 rolled around.
