Is There Any Systematic Difference in the Practices of Election Administrators?

The authors rule out that the administrators are adopting systematically different policies as a function whether they're a democrat or republican. They just don't see any systematic differences in the practices adop ted by the administrators, which in turn may have an effecton the particular outcome. And and we don't see them in an envir ment in which these people have a lot of power. I am just left a litl but puzzled why they didn't, why is there no effect? Why are those people not really successfully effecting the result of the elections?
