Is There a Divide Between Mining and Refining?

The US is well set up to do a lot of refining here, but it's so Tesla can ship materials from all over the world and bring them into like Texas. It takes like 10 years to get a mine going here in the US. Whereas in other countries, it's more than two years. But I don't know how that's going to play out.
