Is This a Surface to Air Missile?

The village of East Palestine Ohio, it's about 50 miles northwest of Pittsburgh, Pennsylvania close to Youngstown. They had a mechanical issue on a rail car that caused a derailment and they were carrying extraordinarily toxic hazardous material Including vinyl chloride which my understanding is not good folks. The people in this community have been evacuated essentially and now they're not really getting any answers about What's happening here? I mean, is it just totally polluted or not?
