David Frum: The proposed legislation is this open-ended, nonspecific approach. He says it doesn't seem like there's much of a precedent for people to go on and learn from where all countries are kind of trying to figure this out. Frum: If the leaders are saying that, I think that's something we need to listen to. There's definitely a need for something.
