Luton will have to spend money on players, both in terms of transfers and wages. The club with the lowest wage bill last year was Brentford But even that was 68 million more than Luton's 18. On a net basis it's definitely better, but maybe not quite as good as some people might imagine That has been quite literally the case with Kenner Road £10 million has had to be invested in it to bring it up to Premier League requirements.
