The Difference Between Fiction and Agency

I've come across some books or even writings of my own where things happen to characters. And they don't really have, like you said, that agency or those actionable items that they take consciously in the plot. It really depends on what scale things are happening on. So if you need a character who can cross star systems and drive drones and battle and all these kind of things, that is one kind of agency. But there's not less agency and say romance because If you look at what goes on in like a Jane Austen novel, there is an equal amount of opportunity to do damage to people making wrong choices.
