How to Deal With Recurring Unkind Behavior

Siblings arguing every day, it feels like Groundhog Day. What would you want parents and teachers to do when they're seeing recurring unkind behavior? It may be that they're not ready for certain people to be around them or sandboxes if it's throwing sand. And I love the whole idea of like parenting for the long haul, right?
