The Importance of the United States in the Decision-Making Structures
The goal of sanctions is ultimately not to achieve some geopolitical aims. It is to punish these countries to cause suffering, and maybe as a side effect, they would have the people rise up and overthrow their government. If it wasn't for the reliance on the US dollar, are sanctions still possible to be carried out? Yes. The de-dollarization at least presents some opportunities for these countries that find themselves in the United States' black book for one reason or another.
