In ancient Egypt, literacy was very much a minority. No more than 5% of the population could read or write. The extent to which people seemed to be invested in that system and to buy into that system ideologically does not seem to be matched elsewhere. But I think there's a more practical thing at play here too. If at the end of the day he can't feed his own people and he's not going to last long.
