Cidious Conspiracy

Cidicious Conspiracy can sometimes implicate First Amendment issues, but it doesn't always have to. If the conduct that's being criminalized is based on conduct rather than speech, if it's an actual plan to do something, just because you're punishing it more for an attack on the government, I don't think that actually raises any First Amendment issues necessarily. As to why Cidious Conspiracy, I do think it's a symbolic value. But my intuition at least is that it is still useful in the way that it is useful to charge someone with terrorism rather than just murder or blowing something up.
