Tether - Is This a Tether?

Tether had an article about their latest acetation report. They apparently now show 960 excess reserves, right? And they said that's being completed by public accounting firm BDO Italia. So is this implying that this firm was just spun up by this company kind of or? Well, maybe it's like Tether where they just go out and they find a small firm that's willing to take money to sign off on these reports.
