Dr Balas Subramanian Chandra Mohan is a senior research fellow at the Institute of Commonwealth Studies. The West African Nations of Togo and Gabon became the 55th and 56 members of the Commonwealth in June this year. Members are not bound by a treaty but there are still rules and principles to respect like prosperity, democracy and peace. It's funded by voluntary member contributions using a calculation based on size of a country's economy and population.
