Pandora has no sub-moons of its own, but is one of 13 moons orbiting the gas giant Pyianthus. A moon cannot be stable if its orbital distance from a planet is more than ninth the distance that planet is from its sun. We have often contemplated settling moons of gas giants though, sea colonizing Jupiter for more discussion. In many cases these mini solar systems will be preferable colonization targets so as you're not focused on having a planet with classic open-air and skies.
