If drugs were legal and regulated, then there wouldn't be a black market. And then that would reduce the amount of gang violence, cause there's nothing to fight over. The cost is that whenever you make something illegal that's heavily demanded, you create a space for legal organization. So i'm not sure what the best path is now that we're in this second or third best world where these armed organizations exist.
