The higher whip you have the more things you work on out of time. The less you are likely to actually deliver in any type of priority order whatsoever. We often work in very high whip environments, where teams will start a lot of features at a time. How about teams that working on multiple products at a time projects at a time? You've probably seen that too. That's an example of this picture where priority. might as well just throw it out the window.
