Hobbes says that subjectivity, scarcity and natural equality are what justifies the formation of a state. The question is whether this means raw rational egoism or non-rational forms of egoism. Without a state in the powerful sovereign sense he's intending, you can't get people to cooperate with each other,. At least not at scale.
