There are two potential mechanisms through which extreme weather events can be linked to demands for climate action. One is like an extreme weather event like a hurricane and if there's more of them or bigger impacts from them, then that might cause policymakers to react. Another is just, I guess, heat waves are just overall temperature changes; either one of those would be important to actually achieving policy change.
