Nietzsche isn't always consistent about that. Sometimes he takes the quantitative view. And his argument for aristocracy depends on it. I seek power in the sense of superiority over others. My pathos of distance, the pleasure I take in distance is specifically an indirect self affirmation. An aristocratic system is more likely to destroy qualitative difference.
