You Can't Buy a House - You Lack the Capacity
On the negative liberty account, you're still free to buy a house. No one is stopping you. The state is not going to enforce its will against you. But on the positive liberty account, it's absurd to say you're free to buying a house. And the reason you can't buy a house is you lack the capacity. You lack the basic means, the literal means. To be a heron adict at some level is to be profoundly unfree,. because your ability to do things, your capacities have been shrunk.
