Buckingham himself didn't have many monopolies, but made sure his family and clients did. His enemies were convinced that Buckingham was not a reformer as he claimed; they saw an opportunity to get some blood. Montpesson was the first in the firing line, with Edward Cook leading the search for the jugular. But there was a problem. That problem wore extremely handsome looking hoes, and was as beautiful as St. Stephen. And so we get a delightful bit of theatre.
