The History of Japan
Rights were granted to Japanese citizens in accordance with European liberal tradition. The government was divided into an appointed upper house and an elected lower house. Only those paying about a certain threshold in taxes were eligible to vote for the lower house, though that restriction was first eased and then lifted in 1925. In other words, Japanese citizens enjoyed all of their quote, natural rights, but only if they didn't use them to rock the boat.
