The bourgeois wanted its own repressive system comprised of the state, the courts, and the police. They liked all these institutions that were emerging that could be used to maintain order. The new PA revolt actually took on some of the qualities of the very system it sought to oppose. It wasn't really about taxation; what was going on was their opposition to these new forms of control.
