The advice I'd throw out for characters both major and minor is know what they want. What their goals are and you know, what they'll do to achieve those goals. Motivation's a big one. I like thinking of characters and in general, it's just that's what it is. Real people. And so for characters I want to flesh out, I tend to pull from this asset list in my head of personalities, motivations, actions, reactions,. often more often not.
