Zeno themus is an example of what we might think of as a classic case of fraud in a literal sense, but it's also how it exposes the differences that existed. These fraudulent characters took advantage of the sort of gray area of international enforcement in between city states especially on the open seas. It really was kind of the wild west in a lot of ways.
