In a forager society, decisions can be made by letting everyone around the campfire voice their opinion. That doesn't work in a city with thousands of people who aren't closely related by kinship. Americans who live in large cities are more likely to appreciate a large bureaucratic apparatus that can keep society functioning. Having a leader with power and authority allows society to have a functioning system of redistribution.
