The Challenges of Deregulation in the United States
Deregulation was seen as an attack on a heavily centralized electricity system with capitalist utilities. But the unions found it very conducive to organizing in that system. Unions are skeptical of moving towards public ownership because there's just like really complicated labor law differences between public sector workers and private sector workers. There would have to be some kind of wonky labor law reform to build this public sector power, we think.
