Lawsuit challenges New York City landlords' right to exclude tenants. The law prevents them from changing their property into office space, condos or even demolishing it. A family member who has lived with a tenant for more than two years can renew and the landlord cannot do anything about it. "It makes sense to me that we have properties alienable," says attorney David Gergen.
