The Base Assumptions of the Different Jurisdictions

The base assumption I put in a model is that the government is beneficent. So it's actually a very flexible model because if I don't see the government's Beneficence, I can replace that assumption with alternatives. We make some distinction between actual and perceived welfare. And consumer welfare could be a measure of political support. You just want people to be happy, even if something is harming the actual welfare.
