Early democracy was widespread, many communities independently came up with these techniques for a cooperative decentralized government. But in the modern era, this was replaced by this, particularly British innovation of a representative without mandate type democracy. That proved to be very scalable and effective. And then that was spread to America and then to Europe and then to much of the rest of the world.
