The Panel Doctor Scheme
An insurance contribution was introduced by lloyd george in 19 11. That was part of a liberal government set reforms, almost like an embryonic welfare state. It acknowledged that you had to look after people's health in the round. The panel doctor system only really covered people who worked and paid into the schemes. But there were some considerable limitations to that scheme.
