The Divide Between the Police and the Public
The divide between the police and the public that they're policing was a feature, not a bug. In these years, from about the 18 thirties to the 18 fifties, there were sometimes strikes or walkouts of one sort or another. There also were very many internacine riots as well, especially along ethnic and religious lines. Riots broke out between catholics and protestants in places like boston and philadelphia. And even street fights between groups of different catholic immigrants, between irish and germans, or germans and italians. So it was really inadequate to rely on those sorts of old mechanisms.
