Introduction
Since 1787, the Constitution has been amended 27 times. The most recent amendment had a path to ratification which was far different than any of the 26 before it. Believe it or not, the Congressional Pay Amendment was actually part of a collection of 12 amendments we today call the Bill of Rights. Only ten of the 12 amendments originally passed back in the 18th century.
