It's difficult if Labour do get in as the polls suggest they may get in the next election to unpick any of these moves. David Lamy has already said that he wouldn't split FCDO again because like you say it is expensive and disruptive. In a way perhaps Sunak's laying his legacy it's a very unexciting legacy but one that could potentially make government work better some of these changes do make sense so some of them do yeah I think.
