The system in many ways is almost exactly like things like applying for Medicaid, where you have more demand than the system is actually willing to fulfill. And so part of the way that that sort of mirage is maintained is through these systems of administrative burden. The folks who are in these positions acting as administrators have a great understanding of how these systems operate. Sometimes they use the process as the ban. They understand how to manipulate it in order to get the outcome that they want.
