The Future of Education in the Soviet System
To think, in a sense, beyond human capital theory, to not view education as a future rate of return on my individual wage, but rather as you're saying, see it more communally. To me, it sounds like that will take a huge shift in imagination of everyday people. I think the person who's spending 7.4 million yen to go to university is expecting that he or she will get a return on investment that is quite high. So that sort of system is conceivable if educational costs can be socialized.
