You've got a paper coming out in international security this summer entitled, The Institutional Origins of miscalculation in China's international crises. Scaling this up from individual actors and incentives, they exist within an institutional setup which can shape those incentives as well. So think about the ability of one in the Chinese system to transmit information up that is unchecked by other portions of the government. And as a result, other agents within other bureaucratic organizations might not know that their information is needed.
