Do Physicians Have the Ability to Reach the Same Competency?

By and large, people can reach the same skill sets in any one area. And as long as people are picking up that skill set, there's no issue here. But it's perhaps another question, and a fair one to ask, are ther people going around practising unsafely because they lack this self awareness? Ok, question number two, and i hope you'll see how this is different. Regardless of initial base line, do these people have the ability to reach the same competence in any particular setting or specialty or area of practice in medicine?"
