The Value of After Action Reviews in the Army

In the army, one thing we do is go back and look at our past decisions. I was responsible for coming up with the a medical support for large operations in afghanistan. We had an entire carload of local civilians which turned up to this base who all needed pretty serious medical assistance. But actually the decision was based on the risk that was perceived during the planning. And if that same operation had happened another 50 times, how many times would some one haveben injron the ground es a car ful of people turning to the base? i think it was the right decision, despite of a ideal outcome thing.
