Small Caps Are Trading at a Big Discount, Jill Carey Hall Says.

The Russell 2000 is a small cap index. It trades pretty close to 20 times earnings. That's actually a smidgen above its long term average. And then when you look at the relative multiple small versus large caps, they're trading at about a 30%. A 30% discount sounds cheap to me.
