The penalty basically scales with however many people are offline. And once you get past the third of the network being offline, it'll start scaling much more. In practice, we've never had anywhere near that. I think, you know, like five ish percent for like hours. It's probably the worst case we've seen. The protocol can tolerate up to like a third and still move along,. But that means ideally you never want more than a third to go offline.
