In most organizations, it simply doesn't happen that way. Most people refer to China as an authoritarian state where decisions are all made top down. I actually suspect that's the same kind of misrepresentation. But seeing a system like China is much more emergent than top down. And it also gives you a sense of the constraints. They can't turn on a dime actually because they need to carry the system with them.
