The Cost of Borrowing in Africa

When factless shut down in China, and there is no demand for the commodities that we export, all of a sudden, the cost of borrowing a debt significantly rises. So African countries are caught in its very, very difficult situation where you need to finance social services and infrastructure but your ability to finance them hampered. This is not the first time we're going through this type of crisis. A lot of African countries have been independent on an average of about 60 years. Are there internal issues before we go back to the international system itself?
