The History of Decentralization

The notion of decentralization is a bit slippery, because it's quite vague and people employ the term to mean very different things. When I was studying the old cool pirates who were in the 17th century, you know, operating ships independently. The way they were organized was decentralized by contrast with the way the merchant marine was organized at the time. And so what that meant is that there was more dispersion of authority. It was not the top down process anymore guided by a managerial hierarchy,. But it was more of a horizontal consultation process.
